A very sad story I would say. Vlad Tkachiev is originally from Kazakhstan, the same country I was borned and he is a good friend of mine. I was always sure he has a huge talant ( his positional undertanding is exceptional) and he could easily reach 2700+ and to be the top player , but this story ( and there were many like this) is the reason why he is just a strong GM and not the player of Linares calibre.
